This is a swiveling tin "parade torch", a kerosene lamp carried atop broomstick like pole at outdoor political rallies around time of Civil War. Seen in engravings of CW rallies. It has a wick, and about 10 inches overall. You could slide a broomstick up into the bottom collar and campaign for Abraham Lincoln! No markings. Nice period item.
